Ebook The life duration of small firms born within a start up programme: evidence from Italy

At the beginning of 1986, the Italian Parliament issued Act 44, a start up programme meant to favour the creation of new firms located in Southern Italy regions and managed by young local entrepreneurs (not more than 35 years old).

According to the law, the newborn firms admitted to the programme may benefit by three different kinds of subsidies, all simultaneously available: a subsidy up to 60% of the initial investment, a loan granted at an interest rate equal to 30% of the market rate and (for the first three years of life) an additional subsidy covering a share of variable costs. With Act 44, the Italian policy maker tried to employ an instrument of development widely used in all EU countries, and forcefully more important in a country where the weight of small and medium sized firms has always been particularly relevant.

While a large body of literature documents that agency conflicts resulting from the separation between ownership and control affects various firm decisions (e.g., firm restructuring, divestment, and mergers), an issue that remains largely unexplored is the impact of shareholders’ identity on corporate risk taking, a fundamental driver of long-term economic growth (Acemoglu and Zilibotti, 1997; Baumol et al., 2007). Understanding how ownership identity affects risk-taking behavior is important as the recent wave of government bailouts to contain the international financial crisis resulted in an expanding role of the state in troubled firms. In this paper we provide the first evidence on the link between risk-taking behavior and the identity of owners in newly privatized firms (NPFs hereafter), focusing primarily on two types of owners: the government as a residual owner, and foreign share holders.

Von Hippel-Lindau disease (VHL) is a rare dominantly inherited cancer syndrome predisposing to multiple hemangioblastomas (HB) of the CNS and retina, renal cell carcinomas (RCC), pancreatic carcinoma, pheochromocytomas, and visceral cysts.

VHL is caused by a defect in the VHL tumor suppressor gene in chromosome 3p25-p26. VHL clearly reduces the length of life, as the mean age at death is 40 to 50 years. Due to advances in microsurgery, RCC has exceeded HBs of the CNS as the leading cause of death in VHL.
