Ebook Strategic Guidelines For Public Debt Management
This document has the double purpose of providing information regarding the strategic and institutional guidelines under which the Federal Government manages its public debt and of presenting the public debt policy incorporated in the Economic Program for 2006.
The document is structured as follows. Chapter 1 presents briefly the general objective of public debt policy, which is based in the minimization of financial costs, subject to a prudent level of risk. It also describes the coverage of this strategy and the legal framework related to public debt management.
Chapter 2 describes the main debt policy principles implemented by the current Administration and explains how this policy has provided the foundations for a more integrated debt management strategy, establishing the framework to evaluate the tradeoff between cost and risk. Chapter 3 outlines the guidelines for risk management policy in terms of the general objective mentioned before. Chapter 4 presents the Federal Government public debt policy for 2006 in the context of the risk management guidelines described in chapter 3, while chapter 5 describes the general principles for public debt policy associated with the off-budget components. Finally, chapter 6 concludes.
